Rites today for longtime lawman Joe Allen
Services for Joe W. Allen, Carrollton 's first police chief and a
longtime law enforcement officer, will be at 2 p.m. Wednesday at Rhoton Chapel
in Carrollton .
Mr. Allen, 85, died of complications from cancer Monday at a nursing home in Van
Alstyne.
He began his career as a patrolman for the Dallas Police
Department in 1930s, before serving as a constable in Corsicana for five years.
In 1949, he was named Carrollton 's first police chief, a position he held for
10 years.
"He wasn't a guy who just enjoyed strapping on a pistol and swaggering around.
He was a problem-solver. I never heard a word against him,' said former
Carrollton Mayor Jack Blanton.
Mr. Blanton remembered the new chief's stopping the mayor's mother on the road
to tell her she was exceeding the speed limit.
"Mom said, "Thank you,' and jumped in her car and drove off. Joe said to me,
"What was I going to do, shoot her?' People weren't used to a chief of police
then.'
Mr. Allen then served as Grapevine's chief for two years and later worked as a
jailer for the Tarrant County Sheriff's Department.
"He was never without a police job. He loved it. He had a sense of justice, and
he was always proud of that,' said son William Allen of South Mills, N.C.
For several years, Joe Allen worked for the Dallas County Sheriff's Department
between jobs.
"He had a network,' said William J. Cooper, a former police chief in Irving and
Carrollton . "When I needed a man, he helped, and when he needed a man, I
helped. We worked together, and I had lots of respect for him. When he left, he
handed down his experience.'
Other survivors include his wife, Rene Allen of Carrollton ; three daughters,
Sara Francis of Van Alstyne, Irene Wilson of Irving and Alene Robertson of Fort
Worth; two sons, Joe Allen of Irene and John Allen of Van Alstyne; and two
brothers, Wilson Allen and Windell Allen, both of Hillsboro.
